Medicare Birthday Rule in Utah Explained

Utah’s new Medicare Supplement Birthday Rule is a big change for Medicare Supplement clients in Utah. Let’s break in down.  Here is the Medicare supplement birthday rule in Utah explained.


Utah Medicare Supplement Birthday Rule (Effective May 7, 2025)

What is it?

The Utah Birthday Rule gives Medicare Supplement (Medigap) clients a guaranteed chance once per year to change plans without health questions or underwriting.


How does it work?

You get a 60-day window starting on your birthday every year to change plans.

During this time, you can:

  • Switch to another Medicare Supplement plan (must be equal or lesser plan)

  • You have to stay with the same insurance company

  • Choose a plan with equal or lesser benefits (example: Plan G → Plan N)

  • Guaranteed approval — no medical underwriting 


Major advantages

1. No health questions
Even if you have serious health issues, you cannot be denied.  The company has to allow you to make the switch.

2. Chance to lower premiums every year
You can move to a lower-cost comparable plan.

3. Annual protection for life
This opportunity repeats every birthday.


Important limitations (very specific to Utah)

You must stay with the same insurance company
You cannot switch to a different company without underwriting under the birthday rule.  If you have UHC, you have to stay with UHC.  If you have Humana, you have to stay with Humana, you get the point.

You can only move to equal or lesser coverage
Example:

  • Plan G →  Plan N   

  • Plan G → Plan G    (this one can be complicated but sometimes your company can offer a plan G at a better rate than the plan G you already have with them)
  • Plan N → Plan G (this change would require underwriting)


Example (Utah client scenario)

Client has Plan G with Aetna
Turns 70 on June 10th

Birthday Rule Window:
June 10 – August 9

They can switch to:

  • Plan N with Aetna

  • Plan G with Aetna

But NOT:

  • Plan F with Aetna   (would require underwriting)


Why this is great for Utah residents on Medicare Supplements?

This gives them a guaranteed change to a different supplement if:

  • Their Rate increases like crazy

  • Their budget changes

  • They want lower premiums

  • Their needs change

Before this rule, many people could get stuck in their plan for life.  Unfortunately, I have seen way too many people in Utah pick their supplement when they turn 65 solely based off price a lone and usually those super low cost prices at 65 are not sustainable.  So the company hikes rates up so high that the people can’t afford them and they are either stuck or have to cancel them.  I like this Medicare Birthday rule in Utah that was created in 2025 because at least it gives some people some options in the future when they might be stuck otherwise.  If you need help understanding this rule, reach out to us and we would be happy to explain it better.
